Economic Development: Overview
Buchanan's government relations professionals have a broad range of experience and success in the economic development arena. Our economic development professionals have worked to coordinate incentive packages from both inside government and on behalf of private developers and businesses. We have a solid understanding of the state's business incentive programs ranging from grants and loans to tax credits and other financing options.
Coordinating economic development projects and programs requires interface with various state agencies to include the Department of Community and Economic Development and its Governor's Action Team, the Department of Environmental Protection, the Department of Conservation and Natural Resources, and the Department of Transportation. Buchanan professionals, many of whom are former high-level staff members of these agencies, maintain excellent relationships with the cabinet-level executives and staff, and work with them on a regular basis. As such, we are able to coordinate necessary meetings and approvals in a timely manner on behalf of our clients.
In addition, legislation is often required to facilitate various economic development incentives for large projects, which include the Redevelopment Assistance Capital Program (RACP) budget, public land swaps or other regulatory issues. Our services include providing background information to clients and key policy makers about the impact of proposed legislation and/or regulations; clearly and effectively communicating our clients' concerns to government officials; drafting legislation and amendments; testifying before legislative committees and regulatory hearings; drafting and distributing position papers for clients; and monitoring the General Assembly in order to provide clients with regular updates.
Some of our recent successes include:
- Coordinating/negotiating a multimillion-dollar incentive package on behalf of a national retailer to establish its corporate headquarters in Pennsylvania.
- Securing hundreds of millions in RACP dollars on behalf of clients ranging from not-for-profit entities, professional sports teams and other development projects.
- Drafting amendatory language to the Keystone Opportunity Zone Act so that a client would receive appropriate economic development incentives.
